Listed Companies' Announcement



Singapore, November 1, 2002: Mainboard-listed Federal International (2000) Ltd ("Federal"), an integrated engineering and procurement specialist supporting the energy and infrastructure sectors in the region, today announced two senior appointments.

Mr Michael Tay Hang Hee will join Federal as its General Manager while Mr Vincent Loi Lik Hoo has been appointed as General Manager for the newly-created Project Engineering Division of Federal's subsidiary, Federal Hardware Engineering Co. Pte Ltd ("Federal Hardware").

Mr Tay, who will be responsible for overseeing the operations and driving the profitability of Federal's overseas subsidiaries and/or associated companies, brings with him some 15 years' experience with various oil and gas related companies.

A MBA graduate from the University of South Australia, Adelaide, he has successfully managed many EPC (engineering, procurement and construction) projects for major oil companies, including Gas Services International (S) Pte Ltd, Sembcorp Engineering and Petrosin Products Pte Ltd. These projects include the Rasua Gas Lift Compression project for Brunei Shell Petroleum, as well as compression packages for UNOCAL Thailand, BP Pakistan and Petronas Carigali.

Mr Loi, who will be responsible for overseeing the management of Federal Hardware's EPC projects, has more than 12 years' experience in the oil and gas sector. He has been involved with the engineering, project management and business development functions of companies in the energy sector, including Gas Services International and Singapore Oxygen Air Liquide Pte Ltd.

During his employment with Gas Services International, Mr Loi handled major projects including the CONOCO Syria Dez Gas Project, Natural Gas Dehydration Unit for Chinese Petroleum Corporation, Taiwan and Compression package for Shell Malampaya, etc. Mr Loi, who holds a Bachelor's degree in Mechanical Engineering, has also pursued a Master Program Course in Composite Materials Engineering from The Wichita State University, Kansas, USA.

Commented on these appointments, Mr K. K.
